This is called a tea stick.It is a replacement of the popular tea bags.
You just scoop a spoon quantity of tea leaves, slide down the built-in stariner, place the tea stick in your cup and pour boiling water.
Gently swirl the tea stick and that's it. Your fresh tea is ready.
